What Is an Anbauvereinigung?
While commonly referred to by the public as "Cannabis Social Clubs" (CSCs), the legal term in Germany is Cultivation Association (Anbauvereinigung). These are highly regulated, registered non-profit associations or cooperatives.
Their sole legal purpose is the collective, non-commercial cultivation of cannabis and its distribution exclusively to their own members for personal consumption.
Are Clubs Commercial Businesses?
No. Cultivation associations are strictly prohibited from making a profit. They are not shops, they are not dispensaries, and they cannot operate like a retail business. Members fund the cultivation process through membership fees and proportional contributions, not by "purchasing" cannabis over a counter.
Membership Rules
Maximum Members
By law, a single cultivation association can have a maximum of 500 members. Once this cap is reached, the club cannot accept new members unless an existing member leaves.
Minimum Membership
To prevent temporary sign-ups, the law requires that membership in an association must last for a minimum period of three months.
The Six-Month Residence Requirement
To join an association, an individual must have their domicile or habitual abode in Germany. The KCanG applies a strict interpretation of this, generally requiring a continuous presence or registered residence (Wohnsitz) in Germany of at least six months.
Can Tourists Join?
No. Because of the strict six-month residency and habitual abode requirements, tourists, short-term visitors, and business travellers are legally barred from joining or accessing cultivation associations in Frankfurt.
Legal Distribution Limits
The amount of cannabis a member can receive is strictly capped by law, and depends heavily on the member's age to protect young adults.
