Growing Cannabis at
Home in Frankfurt
A comprehensive guide specifically adapted to urban living. Understand the strict rules for apartments, shared flats (WGs), balconies, and secure storage.
Three-Plant Limit
Eligible adults are permitted to cultivate up to three female flowering plants concurrently at their private residence.
Six-Month Requirement
Cultivation is only permitted if your domicile or habitual abode has been in Germany for at least six months. Tourists cannot legally grow.
Mandatory Security
The KCanG imposes a strict legal obligation to secure plants, seeds, and harvested cannabis against access by any third parties.
Who Can Grow? (The "Per Adult" Rule)
Three Plants Per Adult or Household?
A crucial aspect of the KCanG is that the three-plant limit applies per eligible adult, not per household or apartment. This is particularly relevant in Frankfurt, where high rent prices mean many residents live in shared flats (Wohngemeinschaften / WGs).
Shared Apartments / WG
If three adults live in a WG, they could theoretically cultivate up to 9 plants (3 each). However, the plants must be strictly separated and individually secured. One flatmate cannot legally have access to or tend the plants of another flatmate.
Couples
A married couple or two partners living together can cultivate up to 6 plants total (3 per adult). Just like in a WG, the law technically requires that each partner only cultivates and accesses their specific plants.
Secure Storage & Children
The most stringent requirement for home growing in the KCanG is the absolute protection of minors and third parties. Failure to secure your grow is a legal violation.
Children in the Household
If anyone under 18 lives in or frequently visits the household, all plants, harvested cannabis, and seeds must be kept in locked rooms or lockable grow tents that are entirely inaccessible to them.
Adult Flatmates & Guests
The security requirement also applies to other adults. Your plants are for your personal use only. Leaving a grow tent unzipped in a shared living room where roommates or party guests have access violates the law.
Practicalities: Landlords & Balconies
Odour & Neighbour Complaints
Cannabis plants emit a very strong odour during the flowering stage. While growing is legal, creating an unreasonable nuisance for your neighbours is not. If the smell heavily impacts adjoining apartments or stairwells, neighbours can complain to the landlord or the authorities.
Using proper indoor grow tents equipped with carbon filters is highly recommended in dense Frankfurt apartment buildings (Altbau or Neubau) to prevent disputes.
Balconies
You can grow on a balcony, provided you can ensure secure storage (preventing theft or access by minors) and manage the odour so it does not unreasonably disturb the neighbours above or beside you.
Landlords (Vermieter)
Because cultivation is now legally permitted, landlords generally cannot issue a blanket ban on growing up to 3 plants inside the apartment, provided no structural damage occurs (e.g., severe water damage, electrical hazards, or persistent mold) and neighbours are not harassed by the smell.
Can Home-Grown Cannabis Be Shared?
NO. Absolutely Not.
The law strictly states that private cultivation is exclusively for your own personal consumption. You cannot give, share, or sell your harvested cannabis to a partner, a roommate, a friend visiting your apartment, or anyone else. Handing over home-grown cannabis to a third party is a criminal violation of the KCanG.
